Should Americans have more say as to how their tax dollars are spent?

More money was spent last year in Nepal and Sri Lanka (only mentioning these two countries) to aid in earthquake relief and tsunami relief, than was spent on Katrina relief. Much of what was spent on Katrina relief was wasted (FEMA housing). Where is the liability?
