Can I purchase a used car out of state if I live in California?

I've heard the smog is different but I noticed that car dealers on Ebay have sold numerous cars to Californians. Is there a way around the smog law or do they all p anyways? I'm looking at the 2008-2009 Sierra Denali's if that matters.
