Does Harry Reid understand the difference between "manuevering" and voting your conscience.?

Reid knew exactly what he was doing by voting no. Now if the bill doesn't p, he can send it through again. If he voted yes, the bill would be dead if it doesn't get enough votes. This is simply more political tricks.
